Changes in agency membership, no matter how significant, do not chage the legal identity of the agency. An agency remains the same after a change in membership or a total reconstitution of the agency. In State ex rel. Bergin v. Goodrich, 86 Conn. 68 (Conn. 1912), the court held that the fact that the board’s membership, as it then was, became entirely changed two years later, did not affect its legal identity, or, by force of the change, terminate the respondent’s tenure of office.
